Fallin Tells Agency Heads To Brace For 10 Percent Cuts

Gov. Mary Fallin told state agency directors Monday to prepare for 10 percent cuts through the next fiscal year.

Fallin issued an executive order saying that by Dec. 1, agency heads should provide cabinet secretaries written documentation of a 10 percent cut in non-mission-critical agency expenses. The plan also must detail how the money saved will be reallocated to fill other needs.

“I’m asking every agency to start planning for potential spending cuts and to develop a strategy that protects essential services,” Fallin said in a statement. “It’s important we get ahead of this issue as we enter a difficult budget year. Families and businesses tighten their belts during lean times; our state agencies can do the same.”

The governor also placed a moratorium on non-essential out-of-state travel the state would normally pay for. The order limits “essential travel” to what’s required to maintain professional accreditation agencies can’t receive in Oklahoma, or required by the federal government.

The plan also calls for a freeze on non-emergency purchases over $10,000.

Fallin’s office says revenue for the 2016 appropriated budget has come in below projections, and they’re expecting a significant shortfall for next year. During the legislative session that ended this year state lawmakers dealt with a $611 million gap. Oklahoma’s revenue has continued to fall due to the continued slide of oil prices that affects both consumer spending, as well as taxes paid by the oil and gas industry.
