Fanueil Hall Marketplace in Boston is a model of urban redevelopment projects...and one of the most popular tourist spots in the Northeast. But it's celebrating its 20th anniversary amidst a din of complaints from merchants, who accuse the developer of charging excessive fees and letting the place appear rundown.
