He says the genisis of the current round of fighting has a lot to do with timing. Tensions already were high in Israel following suicide bombing attacks and then came a series of killings of Israeli soldiers and Lebanese civilians. -b- 3. SCOTUS: MENTAL COMPETANCY - The Supreme Court handed down a ruling today that will make it easier for defendants to prove they are mentally unfit to stand trial in criminal cases. The decision came in the case of a convicted murder in Oklahoma. NPR's Nina Totenberg reports.
