Croatia Human Rights
While the Blizzard of '96 may have paralyzed New York City, it didn't stop the U.N. Security Council from meeting to adopt a statement condemning human rights violations in Croatia. The only problem was the U.N. had been declared to be officially closed Monday. The result was that the council action received little coverage in the news media. This prompted speculation that key council members may not have wanted to publicize their moral outrage and perhaps irritate Croatian leader Franjo Tudjman whose country has become a lynchpin in western diplomatic efforts in the Balkans. NPR's Trevor Rowe reports.

Credit Card Security
NPR's John McChesney reports that Visa and Mastercard have agreed on a single technical standard that they say will allow for secure purchases over the Internet. The two credit card giants had been pursuing different systems with conflicting security specifications. Today's announcement means banks and consumers will not have to worry about choosing one system over the other.

Hollywood legend Gene Kelly died today at the age of 83. The dancer and entertainer is best known for "Singing in the Rain" and "An American in Paris." Dean Olsher reports.

certify Colombia's efforts to stop the production and distribution of illegal drugs. The deadline for deciding is March 1st. The decision is complicated by allegations that Colombian President Ernesto Samper took millions of dollars in campaign donations from the Cali drug cartel.
