Former State Lawmaker Files Lawsuit Challenging Appropriations Bills

A former state lawmaker is challenging the constitutionality of legislation that has been the principal source of funding for state agencies and services for the past three years.

Former Republican Rep. Mike Reynolds of Oklahoma City filed a lawsuit in Oklahoma County District Court Friday. It challenges the constitutionality of annual general appropriations bills adopted by the Legislature to fund state services in three fiscal years dating back to 2012.

Among other things, that lawsuit alleges that general appropriations bills for each of the three years unconstitutionally authorized the transfer of funds among various accounts. It seeks the return of improperly appropriated taxpayer dollars.

The lawsuit was filed against Gov. Mary Fallin and other officials. A spokesman for Fallin, Alex Weintz, says the governor has no comment on the lawsuit.
